Overview

Virginia is the largest data center market in the world, with Ashburn in Loudoun County, VA being considered the global data center capitol. Virginia is very much a hyperscale market and has major presences from Amazon, Microsoft, and Google both in their own buildings and as tenants in colocation facilities.


Outside of Loudoun, Virginia is home to several more major data center submarkets: Prince William County is the next largest in terms of current activity, however the area's largest projects (Devlin Technology Park and Prince William Digital Gateway) have seen resident backlash and litigation.


Culpeper and Fauquier Counties have seen an uptick in activity in recent years, with Culpeper establishing the Culpeper Technology Zone. Fauquier County has a sizeable development pipeline, but has recently adopted some of the strictest regulations for data centers in the state.


Spotsylvania and Louisa Counties have seen landbanking from Amazon and projects from land development companies.


Caroline County is entirely designated as a technology zone. Stafford County set tax incentives for data centers in 2019 and could see a gigawatt campus from Stack with up to six 300 MW substations from Dominion Energy. Fairfax County has recently introduced regulations on data centers


The Richmond area is home to a Meta data center as well as a QTS campus which is expected to offer over a gigawatt on full build.


Northern Virginia's primary power provider, Dominion Energy, announced a power crunch in 2022, with wait times of at least 4-7 years for larger deployments. Dominion was able to connect 15 data centers in 2023 to a total of 933 MW, and 16 data centers in 2024 and saw 8GW of additional demand. With high power demand and low supply, Virginian companies have been exploring natural gas, SMRs, and renewable energies. Projects from data center operators and land developers have been announced further south in VA, where infrastructure is less strained and other power companies like Rappahannock Electric Cooperative have more power available.
